Nalubale Dam
Nalubale Dam, the Nalubaale and Kiira Hydropower Plants Rehabilitation Project will involve the refurbishment of all ten 18.6 MW units of Nalubaale over a six-year period, aimed at maintaining the plant’s current generating capacity for an additional 30 years, alongside the replacement of outdated hydromechanical equipment and the modernization of the operation and monitoring systems at the Kiira station. The project will include the repair of the riverbank to ensure the stability of the infrastructure. The primary aims of the ESIA are to formulate a project that honors environmental and community considerations by collaboratively identifying necessary activities and measures to enhance the project’s environmental and social quality, and to facilitate informed decision-making by assessing the social and environmental feasibility of proposed projects for funding, thereby mitigating legal, financial, and reputational risks.
UEGCL is receiving financial and technical assistance from the Agence Française de Développement, the European Union, and the European Investment Bank.
The Nalubaale power station, previously referred to as Owen Falls Dam, was inaugurated in 1954 and is the oldest hydropower facility in Uganda. Kiira, adjacent to the Nalubaale power station, comprises five 40 MW units and has been in operation since 2003.
Consultants interested in this opportunity must provide information evidencing their qualifications to deliver the services, accompanied by pertinent paperwork (as specified in the document available upon request via email at: pdu@uegcl.go.ug). In addition to possessing a valid trading license or its equivalent, a certificate of registration, and a valid quality management systems certificate from an internationally recognized certification body (such as ISO 9001 or its equivalent), prospective bidders must provide proof of having conducted a minimum of three Environmental and Social Impact Assessments (ESIAs) for large infrastructure projects within the past decade, including at least two projects related to the construction or rehabilitation of a large hydropower plant, with at least one project located in Africa.
